The challenge

Rwanda needed a national strategy to scale its innovation economy, along with the institutions to run it, financing for high-growth tech firms, and the market intelligence to attract investment and global partners.

What we did

  • Architected the strategic framework and roadmap for Rwanda’s first National Innovation Strategy, including the frameworks to scale a new Innovation Authority.
  • Hired and trained a 20-person implementation team, and advised ministerial-level leaders on institutional capability and global tech partnership design.
  • Designed and established a $20M early-stage financing facility for high-growth, tech-enabled firms, negotiating its structure with venture capital partners.

Results

  • Rwanda’s first National Innovation Strategy and the framework for its Innovation Authority.
  • A $20M early-stage financing facility for tech-enabled firms.

This was Jason Eaves’s role at the Tony Blair Institute, held alongside running Discovered Markets. It was not a Discovered Markets engagement.
